How Property Taxes Work in Kapolei
All properties in Kapolei are assessed and taxed by the City and County of Honolulu's Real Property Assessment Division. Property taxes are based on the assessed value of your property multiplied by the applicable tax rate per $1,000 of net taxable value. Tax rates vary depending on how the property is classified and whether you qualify for exemptions.
The fiscal year runs from July 1 to June 30. Tax payments are due in two installments: the first half is due August 20 and the second half is due February 20.
Honolulu County Property Tax Rates (FY 2025–2026)
The following rates are per $1,000 of net taxable value, effective July 1, 2025 through June 30, 2026:

Home Exemption Program
The Home Exemption is one of the most valuable tax benefits for Kapolei homeowners. If you own and occupy your home as your primary residence, you can reduce your taxable value and qualify for the lower owner-occupied tax rate.
Exemption Amounts (2025–2026)
- Under age 65: $120,000 deducted from assessed value
- Age 65 and older: $160,000 deducted from assessed value
Eligibility Requirements
- You must own and occupy the property as your primary residence
- You must live in the home for at least 270 days per calendar year
- Ownership must be recorded with the Bureau of Conveyances
- You must file a Home Exemption claim by September 30 for the following tax year
Example Calculation
For a Kapolei home assessed at $900,000 with the standard $120,000 home exemption:
- Net taxable value: $780,000
- Owner-Occupied Tier 1 rate: $1.65 per $1,000
- Annual property tax: approximately $1,287
Without the home exemption, the same property classified as Residential (general) at $3.50 per $1,000 would owe approximately $3,150 annually — a significant difference.
Appealing Your Assessment
If you believe your property's assessed value is too high, you can file an appeal with the Real Property Assessment Division. Appeals must typically be filed by January 15 for the upcoming tax year. The process involves submitting comparable sales data or other evidence supporting a lower valuation.
Property Tax Tips for Kapolei Buyers
- File your Home Exemption early. The September 30 deadline applies to the following tax year, so file as soon as you close on your home.
- Check the property's current classification. Make sure the property is classified correctly, especially if it was previously a rental or investment property.
- Factor taxes into your budget. Hawaii's effective property tax rate is among the lowest in the nation (approximately 0.28% for Honolulu County), but assessed values on the west side have been rising with new development.
- Review assessments annually. The county reassesses properties each year, and values can change based on market conditions and nearby sales.
