This guide is built around an officer couple navigating that journey.

Meet Kelsey: PCSing to Fort Shafter from Fort Belvoir

Captain Kelsey Morgan is a 30-year-old Army officer — a Signal Corps CPT assigned to U.S. Army Pacific (USARPAC) at Fort Shafter. Her husband Ryan works remotely as a software developer. They have a 2-year-old son, Ethan, and a dog named Koa. In February 2026, Kelsey received orders to report to Fort Shafter, Hawaii. Her report date is August 2026.

Kelsey and Ryan have been renting a townhouse near Fort Belvoir, Virginia for the past two years. They've saved aggressively, and they know the VA loan is a meaningful military benefit. Hawaii prices give them pause. Can an O-3 buy on Oahu?

Understanding Your Installations: Camp Smith, Fort Shafter & Tripler

Before we get into the home-buying process, let's clarify what makes these three installations different from Schofield or JBPHH — because the assignment matters when choosing where to live.

Fort Shafter (USARPAC / USAG Hawaii)

Location: Central Honolulu, near Moanalua

Gates: Buckner Gate (Main, 24/7), Patch Gate (Back, Mon–Fri 0500–2100). Confirm current hours through official channels before relying on them.

The vibe: Historic Army post that's home to U.S. Army Pacific (USARPAC). Mature banyan trees, officer housing, and a central location. Close to Honolulu, Moanalua, Salt Lake, and Aiea.

Commute notes: Right off the H-1 freeway. Drive times from Mililani, Kailua, or Hawaii Kai vary significantly with traffic and time of day.

Camp Smith (USINDOPACOM)

Location: Halawa Heights, overlooking Pearl Harbor

The vibe: Home to U.S. Indo-Pacific Command (USINDOPACOM), the largest geographic combatant command. Largely senior officers and staff. Perched on a ridge above the H-1 with views of Pearl Harbor and the Ko'olau Mountains.

Commute notes: Accessed from the Halawa Heights gate off H-1. Drive times from Aiea, Salt Lake, Mililani, or Kailua vary with traffic and time of day.

Tripler Army Medical Center

Location: Moanalua Ridge, visible from much of Honolulu (the pink building)

The vibe: A major military medical center in the Pacific. Personnel here include physicians, nurses, and administrative staff. Located on Moanalua Ridge with broad views.

Commute notes: Just off the Moanalua Freeway (H-201). Central access from much of Honolulu; specific drive times vary with traffic.

Why This Matters for Home Buying

Unlike Schofield (firmly in Central Oahu) or MCBH (on the Windward side), Camp Smith, Fort Shafter, and Tripler all cluster in the Honolulu/Aiea/Salt Lake corridor — the urban core of Oahu. That gives you access to a different set of neighborhoods than many military buyers consider, including some of Oahu's more established communities.

It also means officer BAH can stretch further than expected. Let's look at the numbers.

Step 1: Understand Your BAH & Buying Power (February 2026)

The first thing Kelsey does after reading her orders is check her Basic Allowance for Housing (BAH). Camp Smith, Fort Shafter, and Tripler all fall under the Honolulu County, HI MHA (Military Housing Area).

Buying power estimates assume current mortgage rates, property taxes, insurance, and typical HOA fees. VA loan with $0 down and no PMI. Actual qualifying amount depends on your specific financial picture — your lender will run precise numbers.

Kelsey's O-3 BAH of $4,428/month can support a purchase price in the $650,000–$740,000 range, depending on rates and other costs. With Ryan's remote income added, they qualified for more. That opens up a wider set of single-family homes to compare across these neighborhoods.

Dual-military officer couples: If both spouses are officers, only one receives the “with dependents” rate (if you have kids). The other receives “without dependents.” Combined, two O-3s can bring in roughly $8,247/month in BAH alone, which can support higher purchase prices.

Kelsey's takeaway: “I assumed Oahu was all $1.5 million beachfront homes. When I saw the BAH table and ran the VA loan math, I realized we had real options to compare—including single-family homes with yards.”

Step 2: Get Pre-Approved & Connect With a Local Agent (March 2026)

Kelsey and Ryan video-call a VA-experienced lender we recommended. The lender walks them through the VA loan basics: zero down payment, no PMI, competitive rates, and the VA funding fee (which can be rolled into the loan or waived with a service-connected disability rating). With Kelsey's O-3 pay and Ryan's remote income, they're pre-approved for $950,000.
