Your Certificate of Eligibility (COE) is the first document you need to start the VA loan process. It proves to lenders that you qualify for a VA-backed home loan and shows your available entitlement.

Getting your COE is easier than most people think. Here are three ways to do it.

What Is a Certificate of Eligibility?

The COE is an official VA document that confirms:

  • You meet the service requirements for a VA loan
  • How much entitlement you have available
  • Whether you've used your VA loan benefit before
  • Any prior VA loan usage or restoration of entitlement

3 Ways to Get Your COE

Option 1: Through Your Lender (Fastest)

This is the easiest and fastest method. Most VA-approved lenders have access to the VA's Web LGY system and can pull your COE electronically — often in just a few minutes.

How it works:

  1. Contact a VA-specialized lender
  2. Provide your name, Social Security number, and date of birth
  3. The lender accesses the VA system and retrieves your COE
  4. You'll have it the same day, usually within minutes

Option 2: VA.gov (Online Self-Service)

You can request your COE directly through the VA's website:

  1. Go to va.gov and sign in with your Login.gov, ID.me, or DS Logon account
  2. Navigate to the housing benefits section
  3. Select "Request a Certificate of Eligibility"
  4. Follow the prompts to complete your request

Processing time: If your records are in the VA system, you may receive your COE instantly. If not, it may take several days to weeks.

Option 3: By Mail (VA Form 26-1880)

You can also mail in VA Form 26-1880 (Request for a Certificate of Eligibility) along with your supporting documents.

Processing time: Approximately 4–6 weeks. This is the slowest option and generally only recommended if the online methods aren't available.

Documents You'll Need

The supporting documents depend on your service status:

Active Duty Statement of Service signed by your commander, personnel officer, or adjutant
Veteran DD-214 (Member 4 copy showing character of discharge)
National Guard NGB-22, NGB-23, or Statement of Service + points statements
Reserve DD-214 (if activated) or Statement of Service + points statements
Surviving Spouse Veteran's DD-214, marriage certificate, death certificate

How to Read Your COE

Once you have your COE, here's what to look for:

  • Basic entitlement: Shows your $36,000 basic entitlement amount
  • Entitlement charged: If you've used your VA loan before, this shows how much is currently in use
  • Previous VA loans: Lists any prior VA loans and their status
  • Funding fee status: Indicates if you're exempt from the funding fee (service-connected disability)

If your COE shows entitlement already in use, you may still have enough remaining entitlement to purchase on Oahu — or you may be able to restore it.

Common COE Issues and Fixes

"My records aren't in the VA system"

This sometimes happens with Guard/Reserve members or veterans who separated before digital records. You'll need to submit your documents manually via mail or through your lender.

"My COE shows entitlement in use but I paid off my VA loan"

You need to apply for entitlement restoration. Your lender can help you submit VA Form 26-1880 with documentation showing the loan was paid off.

"I lost my DD-214"

You can request a replacement from the National Personnel Records Center (NPRC) through eVetRecs or by submitting SF-180. This may take several weeks.
